ESS Tax Withholding

When within ESS a user clicks on tax withholding, and receives a message that says: "This task is not available for your location."
 
Any insight would be deeply appreciated.

That sounds like an issue with the location code associated with the HR11 in some manner shape or form - there are a lot of places to look, unfortunately, such as HR04.9, your tax authority and BSI, etc. Good luck
