Cannot "inquire" "next" on new product line

NetExpress 5.1
installed the latest ENV patches including:
JT14115 for windows server 2008 R2 conhost.exe crash
JT161644 for invalid ENV profile

This is a newly installed product line on a new Test server. The Smoke Test have all passed. I installed the product line and attempted to test LID access with the lawson user. I have the training data installed.
When I open CU01 I can select Currency code and I can drill on the code. But I cannot inquire or select Next or Previous. Lawson "hangs" for about 2 minutes and then I receive the error "lacobrts timed out waiting for OPEN message". I also cannot add a job.
I don't have any erros in ladb. I can login to SQL studio with the MICROSOFT user and pull up data. I can do a rngdbdump. I can compile programs.
NetExpress is fully licensed. ladb.cfg is sized correct. At this point I only have the 1 user- lawson.

I added the file NOPARAMVAl to the system folder and I was able to add a job after that (CU201). But the job doesn't process- recovery with stopped on exit 32 error- nothing else.

I have looked at KB articles but none seem to pertain to me.

Does anyone have any suggestions? I appreciate any ideas you have to offer.
