BC02.1 - BCI Procedure Step Definition

BCI Procedure Step Definition, form BC02.1, creates and maintains the steps of
a BCI procedure. When BCIServer receives a request from a BCI client
containing data and a procedure name, it accesses the procedure definition
and performs in order the procedure step(s).  Each step instructs BCIServer to
invoke an adapter to perform the specified function on the specified input
data  source(s).
