    Senior Systems Engineer, IS

    The National Democratic Institute for International Affairs (NDI) is seeking qualified engineer applicants with database skills to perform job duties that support the technical and functional administration of Infor Lawson and other systems such as BSI Tax Factory used to support Human Resources information management, Benefits and Payroll administration. This position requires skills to develop advanced reports from HR systems using Crystal Reports and will be a backup to the primary database engineer.

    Responsibilities include:

    1. Capacity planning, for systems used to support Human Resources information management and payroll administration.

    2. Serves as point-of-contact for HR and Accounting and assists subject matter experts to ensuring data integrity, testing of system changes, and implementation for process improvement opportunities.

    3. Provision, install, configure, monitor and maintain HRIS applications and databases in NDI’s privatecloud (AWS).

    4. Ensure accurate and timely data flow of the HR/payroll systems and analyzes and elicits the HR/payroll needs and required functionality, documents requirements to support design synthesis and system validation while considering systems technical and human relationships.

    Job Duties include:

    1. Maintain system with review, testing and implementation of system upgrades or patches; collaborate with team members to coordinate application of upgrade or fix; maintain system tables; document process and results. Provide production support for HRIS including, but not limited to, researching and resolving HRIS problems, unexpected results or process flows; perform scheduled activities; recommend solutions or alternate methods to meet requirements.

    2. Support reporting and queries with writing, maintaining and supporting a variety of reports or queries utilizing appropriate reporting tools. Assist in development of standard reports for ongoing HR needs. Support data integrity in systems by running queries and analyzing data.Use Lawson Reporting Suite, MS Add-ins, Crystal Reports and Cognos Reports.

    3. Support capacity building by developing user procedures, guidelines and documentation.

    4. Collaborate in managing security related tasks on all HRIS applications and servers.

    5. Manage HRIS databases to support the design and lead the development, testing and implementation of new or updated HR/Payroll business processes and/or workflows

    6. Lead and conduct testing of system enhancements and upgrades and establishes procedures for communications, troubleshooting, and timeframes

    7. Conduct system/network monitoring, backup and recovery services, security measures implementation, capacity management and account maintenance.

    Knowledge, Skills, and Abilities needed for the job:

    1. Knowledge of HR and payroll processes and data, including eligibility and enrollment rules, and benefit procedures in order to ensure correct and timely implementation

    2. Knowledge of application programming, database and system design, structure, functions and processes, and database tools.

    3. Knowledge of server operations, data communications and systems analysis and networks.

    4. Experience with row-level SQL databases such as Microsoft SQL Server and/or Oracle Database preferred; experience with NoSQL databases a plus

    5. Ability to communicate technical information clearly and concisely to non-technical users.

    6. Ability to problem solve with analytical skills complemented with documentation and communication of results

    7. Ability to establish credibility, build relationships, and partners with team and project members

    8. Relevant computer skills; knowledge of Google Apps (Gmail, Calendar, Google Drive, G+, etc.) and knowledge of MS Excel, Word and PowerPoint. Experience with an HRIS such as Infor Lawson, Workday, UltiPro or similar.

    Education and experience needed for the job:

    1. Bachelor's degree (or equivalent years experience) in Computer Science or related; Technical certifications preferred.

    2. Minimum of ten (10) years relevant experience with 4 to 6 years experience with HRIS/ERP systems (expertise with Lawson preferred), working with Windows systems, SQL Databases, managing virtual environments and systems
