We put off the ADFS upgrade, but come to find out that LSF updates will require ADFS.  So it's time.  We’re a former Ciber customer, now researching new vendors.  We’re running core financials with approximately 30 users and want to hear about other people’s consulting engagement experiences.  Especially in the areas of:
    o technical consulting (patches upgrades)
    o project management
o functional consulting (module specific, security design, etc.)
    o negotiated hourly rates

Who have you used and what can you tell me?

      Milo,
A lot of it depends on how many environments you need to convert, what products you are running, the patch levels of those products, and your existing AD infrastructure setup (specifically if it’s compliant to minimums for ADFS 3.0 AND/OR 4.0, and adheres to the restrictions imposed by Infor).

As for the bullet points that you’ve listed, you’ll absolutely need a solid Technical consultant, but you should not need a bunch of PM overhead, unless your organization just prefers it that way or you have a lack of in-house expertise of your AD infrastructure.
There is nearly no functional consulting, unless you need to redo something in IBI, IPA, or the like.

I hope others can jump in and speak to hourly rates, as I am a provider of service offerings, and there are other factors involved, such as length of relationship, if other initiatives are being bundled in, etc.

If you’d like, feel free to reach out to me directly, and I can discuss your specific requirements, and possibly provide guidance for you.

Milo- We just completed our ADFS project and we used Intellias. We were very happy with the work provided and the expertise they had. Our footprint is a little larger than your 30 users and we included bumping up to Ming.le v12 and a smart office bump in project as well. The cost was very reasonable compared to the other options we had. Even if they don't wind up doing the work, I would certainly recommend giving them a call and kicking the tires.

We have always been pleased with the knowledge, experience, cost and approach (they are willing to let us do whatever extent of the project we are comfortable doing, whereas with others, we've seen that it it's oftentimes an all-or-nothing approach) provided on any of the technical engagements we've done with JK-Seva.

It's been our experience that they're a great team all the way around. We've already spoken to them and they will be assisting us with our ADFS upgrade very soon as well.

We plan to use Hybridge Solutions for the ADFS conversion. We will implement in our next fiscal year once the $20k +/- funds are released (Oct 2019-Sept 2020). We've partnered with Hybridge Solutions for 4+ years for supplemental support for Infor system admin work and Kronos upgrades/enhancements. The folks at Hybridge are top notch and their rates are very reasonable. Honestly, so far we have not been let down by Hybridge Solutions.

We're also using Intellias for our ADFS project and it's going great.  Most or our environments are already converted for ADFS and our production go-live is this month.
