Any ideas on why my license file in $LAWDIR/system/license would get a new date/time stamp?
I have validated licsta command does not update it.

Chad,
The only time I can think of when you would see this is when the user count for a system code is exceeded.
Check 'licsta -r' and see if you see timestamp info next to it.
I do know that when you shutdown the system, it *may* update the file, but I don't recall the exact circumstances.
