Ess W-4 Lock out for Employee

Is there a way to prevent specific employees from changing their W4 information through ESS?

We have an employee with a lock in letter from the IRS and we need to make sure that the W4 data doesn't get changed.

PR14.2 is the lock-in screen for taxes. Once the employee is entered on there, their W4 screen in ESS tells them they need to contact payroll or something to that effect.
