Can this be done?

PA52.4 will not allow a value of zero for the FTE field since our FTE min is defined as 0.1. When I create a new rule in PA06 to (supposedly) allow this, and run PA111 to update, I still cannot add an employee with a zero FTE value...

I'm a complete and total newb on the HR/PR side of lawson, so forgive me if I've reported this issue sloppily - I figure I'm missing something obvious.
