Lawson slow to display portal login screen

We are having serious latency issues with Lawson displaying the Portal login screen for some of our lower bandwidth Self Service users. In some cases almost 2 minutes before they can enter their credentials. Once in the application the response time is acceptable. I've cleared the IE cache on the client end which speeds things up a bit, but they're still seeing "portal is initializing" in the status bar for a long time. Higher bandwidth users fly right through this and barely see the message. Does anyone know what Lawson or Websphere is doing when "portal is initializing" is displayed? Is there something that could be tuned in LSF or Websphere to address this? It's hard to blame this all on bandwidth since the response time is acceptable in the rest of the application. It's almost as if the Lawson tries quickly to connect and then makes them wait for a minute for the next login screen display attempt.

That message is displayed while Portal is instantiating a FileMgr object.

Actually, it displays it when it is instantiating, but doesn't remove it until everything is initialized. I did some testing and it seems to slow down when it is building the formCache object.

Do you have the 'use local form cache' option set for those users?
What version of LSF are you on?
