Re-submitting bad compiles on Windows server

There are a number of shell scripts I have seen that re submit bad compiles on a Unix server.  By bad compile I mean programs that fail a compile and have a .err file in ...\ directory.  But I am relatively new to the Windows systems and wonder if anyone out there might have a BAT file equivalent script?  Perhaps a perl script can work as well?
