My research seems to indicate several shops refer to using a 3rd party Vendor to capture the information on PO20 and recreate a new more user friendly looking PO.  I have found references to the Vendor MHC which seem to be positive.  Would anyone be willing to suggest any other Vendors?

Look into Lawson's Smart Reports. It's a "newer" feature that is actually free.
Here's the Infor Blog Post about it:

Just curious: Did you look into Smart Reports and/or anything else?

Since I am not familiar with Smart Reports, I went directly to Infor and their answer was to connect with a 3rd Vendor.

I may be missing something, but I think Infor was right to suggest 3rd party. (We also use MHC - Emkat might also do POs?)

But Smart Report would not work.
Every user have to go set that up? How would you create a company wide PO template? It would only work for the report version in a user's print manager - the PO120 output to the fax and email would not be editable.

Thanks for the information KAT V.  djechevarr also indicated they use MHC.

I am trying to get in touch with MHC now.  I have sent two emails, one today, and made one phone call but no contact with them yet.

Hopefully someone from MHC will contact me today or tomorrow.  I did mention it was my third attempt to talk to someone in the email today.

I will also check into "Emkat".
