Currently, the “position control” process relies on an Excel-based job requisition form called the Recruitment Authorization Form (RAF) which, once filled out, is emailed to Employment & Recruiting. The information from the RAF is manually entered into the remotely hosted system applicant tracking system called Position Manager and an Excel file that is used to track job requisitions with the Position Control Committee (PCC) which meets weekly on Tuesdays. The process is cumbersome with no system generated notifications, status updates, or analytics. Often RAFs are submitted in duplicate or for jobs that do not exist. Due to lack of system controls, RAFs are submitted for lower grade jobs but filled at a higher grade resulting in budget variances. The current process does not provide a single “source of truth” with budgeted and non-budgeted job requisitions allowing unauthorized information to be submitted. Finally, because of the lack of controls, job requisitions are submitted for PRN positions to bypass the PCC approval process.
Spartanburg Regional Healthcare System has a project request to improve and automate the position control process using IPA and/or Design Studio. We're currently acquiring quotes from 3rd party Infor consultants for review and comparison. The scope would also include integration with out remotely hosted application tracking system Position Manager. I've attached the project SOW, high level functional requirements, and current/future work flow as a reference.
SRHS uses an on premise Infor system (Windows, SQL db) that is comprised of S3 for Finance, Payroll, and Procurement, and Landmark Global HR.
