Through manager space, there are two ways to send an email to your staff. There is the link on At A Glance, under the employee's name, that opens an new email through outlook. There is also the action of "Send Email" through Actions (right-click or Actions drop-down). This is where I am curious to know where the documentation is going to know that an email was sent. Unlike with Candidates, there isn't a tab for Correspondence that lists emails sent. I can see the email in the queue as admin, so I know it sent.
