We have a user who is trying to add a new employee in test. It appears she would have all the correct security set up but she keeps getting an error occured outside of IOS while accessing lawson security.
Im curious if maybe she is missing certain security somewhere.
Try clearing the IOS cache. That has always fixed the problem when I have encountered it.

Is it just this action that the user cannot perform?
Are you able to post the results from the lapm log updated during the session?
That could help determine the issue.
A couple of things worth checking on the security side -
1) make sure the user profile has the PortalBookmarkAdmin Role assigned that grants productline access
2) make sure the environment profile information on the user account is complete - Data Area/ID with productline, etc.
