How do I hide the Tools dashboards from users?

Can anyone shed some light on how to hide the Tools dashboard from users?  The tab is visible but when they click on it it gives them an access denied error. Thanks, Mike

Click on the tab tools (or any tab you want to edit), then click on the little square pad right next to the magnifying glass ( right top corner). Click edit, sharing ----- this is where you can limit who can view/access/edit the dashboard..
