PA731 - Applicant Pre-Upgrade Program

Run PA731 to reformat the applicant finders fee field (APP-FINDERS-FEE) from
a alpha 10 field to a numeric 10 field. If the field currently contains alpha
values, the field will be cleared out.

IMPORTANT: Run this program BEFORE performing the 7.2.1 reorg. If you do not
run the program, data may be lost during the reorg.
