TX203 - Tax Rate Listing

Run this program to list tax rates and descriptions, and other information
such as product tax categories, effective dates, rates, and secondary tax
rates.  You define these using TX03.1 (Tax Rate) and TX03.2 (Category Override
Tax Rates).
