CKPOINT - The Check Point file is the environment file used for recovery.
PACOMMENTS - The Personnel Comments file is maintained on delete function.
Deletes comments with PAC-CMT-TYPE = RF.
REFERENC - The Applicant Reference file is the main file updated by this
program.
