FED taxes stopped with ESS Address Change

We had an employee's federal taxes stop (FIT, SS, Medicare) when they made a change to their address via ESS. They corrected their address with an effective date of 1984. Our FED taxes have an effective date of 01011998. I am thinking that is why they stopped and if I change those to be effective with a much earlier date, this won't occur again.

Does anyone have anthing to add to this? Agree? Disagree? I need to change something else?
