i have a report which i added to the lbi. i can run the report when i log in as the admin, no problem. when i log in as a specific group i get this error message
You do not have access to view the latest instance of this report.????
the sharing on the report is set up to view all and i even added the group to the view users.
do you think it may be a permission thing on the backend package?

This sounds like the report users are not set in Reporting Services. From what I read you have given access on the dashboard and you can see it as the person who published it (owner). Check the report users first.

To confirm what Mark is saying, this is an issue with access in Reporting Services. The users can be granted access individually, as part of a Portal role, or as part of a Reporting Services Security Group.

That is exactly what I was trying to say Chris. Check the User Options/ Report users. I even ran into this issue myself after years of doing this where I rolled out a report to a new group and they did not have access in reporting services.
On some of my reports without payroll or sensitive data I have ended up giving access to anyone in the employee security group and then handling rights on the link/module/dashboard level to reduce maitanence in two places.

they have access as there are other reports they can run. it is this one specific report
