                     transactions.

                     The value for this field is UOM if the
                     Unit Type field in the Activity Billing
                     Rate Header file is Units of Production.

Effective Date       Required key. This is the effective
                     date of the rates defined in this rate
                     table.

Billing Rate         Optional. This is the hourly rate at
                     which to bill this value for the
                     attribute.
