    SUMMARY:        The City of Providence, Information Technology Application Support Group is a team who manages the design, development, maintenance and administration of custom applications, and work with outside vendors to support hosted applications. These systems support municipal finance, operations, property management and public outreach for the City, and advance our goal of ensuring City Government is efficient, transparent, and accessible for staff, residents and visitors. This position reports to the Chief Information Officer, plans, organizes, directs and reviews the work of applications and peripheral staff, works with all members of the Information Technology team, and manages the application lifecycle process.

     

    DUTIES AND

    RESPONSIBILITIES

     

    1.       Directs the project development, testing, implementation and support of the City’s on-premises hosted Infor Lawson ERP platform to meet the needs of our business staff.

    2.       Works with IT staff, consultants and vendors to develop custom systems, reports and workflows; and directs application patches and upgrade projects as necessary.

    3.        Researches, plans, implements and trains staff on new functionality; and provides system administration and security maintenance.

    4.       Plans, organizes and directs the work of IT staff to ensure projects advance the goals and efficiency of City Government.

    5.       Trains subordinate staff, colleagues and end users to ensure they manage systems with skill and efficiency.

    6.       Conducts regular staff meetings, coordinates projects with City Departments, and manages hardware, software and licensing requirements with IT staff.

    7.       Manages the implementation of new software applications to maximize operational efficiency and end user satisfaction.

    8.       Maximizes use of existing applications and functionality; centralizes data resources and reduces redundancy, while improving data sharing among systems; and works with City staff and vendors to implement and integrate new systems and maximize the use of public data portals on OpenPVD.com.

    9.       Manages projects, develops and revises complex project plans and budgets, writes or reviews requests for proposals to define scope of work, cost and time estimates, deliverables, training plans, and resources; and serves on review committees and recommends contract awards.

    10.   Provides application administration, support and training to end users.

     

    MINIMUM QUALIFICATIONS:

     

    1.       Bachelor’s Degree in Computer Science or related field from an accredited college or university (advanced certification in project management preferred); and ten years of demonstrable experience providing project development, support and administration of an Infor Lawson ERP system or a system with similar capacities and characteristics, including a minimum of three years of experience supervising staff, leading project teams, coordinating application development or managing vendor projects of up to $250,000; or a combination of education and experience that is substantially equivalent.

    2.       Knowledge of a variety of computer applications used to manage information, money and people in a complex public or private enterprise of similar size and  scope as the Providence municipal government.

    3.       Experience with Windows Application Servers/Client OS (current versions), Microsoft Office, Microsoft Active Directory, Microsoft SQL Server.

    4.       Excellent written and oral communication skills.

    5.       Experience providing hands-on application training, phone support or project presentations and documenting project status.

    6.       Ability to work collegially with a variety of clients and constituencies with diverse needs.

    7.       Must possess and maintain a valid driver’s license.

    8.       Must be able to perform all essential functions of the job.

    9.       Must be available to work nights or weekends for scheduled and emergency system maintenance and upgrades.
